Student Surcharge / Fee
Most rental car companies happily rents to customers 20 and above, there is an added surcharge under some circumstances for renters between 20 and 24 years old. This added fee is subject to change based on the type and location of the car rental.
Most car rental agencies have rules in place that require aspiring car renters to have held their license for a span of at least one year from the date of issue.
Underage drivers using Costco Travel have to call Costco and are transferred to either Avis, Budget, Dollar, or Enterprise. The rental car agent confirms your Costco membership number and quotes you a price.
Budget, Avis, Hertz and Enterprise only waive the underage fee for 21-24 year olds with USAA membership.
Sports cars and Luxury cars like BMWs, Audi, Mercedes-Benz, Mini Coopers and Full-Size SUVs, Minivans, Passenger Vans, Premium SUVs, Signature Series are strictly for the over-25 set.

Normally, The underage surcharge is NOT included in your quoted online reservation rate total. It will be added at the rental counter when you pick up your car.
A young driver surcharge is the fee set by car rental companies that is applied to your credit card when your rental car is returned.
